Government plans to acquire all the land owned by Caroni (1975) Ltd and set up a new State-owned company to manage it, said Agriculture Minister John Rahael, reports The Trinidad Guardian (June 21, 2002). Rahael also said the Government will offer a Voluntary Separation Employment program to all 9,697 Caroni workers:
Trade unions representing Caroni workers came out against the Government's plan, saying it was an attempt to destabilize the sugar industry.
